This program will provide background on House Bill 2108  that failed to pass the 2022 Hawaii legislative session & the current law in place governing money transfer businesses.   HB 2108 would have Hawaii enact a first of its kind license for digital currency companies and a regulator sandbox aka the Digital Currency Innovation Lab (DCIL).  Also of concern are those companies operating outside of the DCIL.  The balance of consumer choice and financial innovation with consumer protection is a major concern.

A task force will be established and report back prior to the start of the 2024 legislative session.  The current pilot program was set to expire on June 30 but instead has been extended for another two years. Note that the state’s program does not insure against customer financial losses, and a disclosure is made that customers could lose all the money they invest.

The existing 15 participants are Apex Crypto, bitFlyer USA, BitStop, BlockFi Trading, CEX.IO, Cloud Nalu, Coinme, ErisX, Flexa Network, Gemini Trust Co., Novi Financial, Provenance Technologies Inc., River Financial, SoFi Digital Assets LLC and Uphold HQ Inc.  Robinhood dropped out.


Iris K. Ikeda, Commissioner of Financial Institutions – DCCA
     Iris Ikeda has been Commissioner since January 2011 & served as Chairperson of District V of the Conference of State Bank Supervisors from 2014 to 2019.  She also served as Associate Counsel at American Savings Bank and Legal Counsel & SVP at Ohana Pacific Bank and Finance Factors.  She’s a graduate of UH Manoa with a BA in Political Science & Government, earned her JD at Willamette University College of Law & also attended Pacific Coast Banking School at the University of Washington.                            

Ellen Ng, Economic Develpoment Specialist -- Hawaii Technology Development Corporation

     Prior to joining HTDC, Ellen Ng served as a B2B Business Development Associate for LG Mobile. In that role, she worked in Silicon Valley alongside rising startups like Box, DocuSign, and Okta, and she witnessed their growth from infancy to the large entities they are today. Ellen also served as the Go-to-Market Lead for startups in the Singapore-based accelerator, The Co-Foundry (now known as TNB Ventures). Today, she helps small-medium tech companies grow beyond Hawaii.
